It's funny, whilst I agree with your conclusion, NONE of the software you listed would I consider to be for design.

Simply put, the people who dick around pushing pixels in paint programs like Photoshop are generally so utterly ignorant of accessibility, HTML, CSS, media limitations, actual user experience or any other engineering concept that... well... they're utterly unqualified to design a blasted thing!
