Honesly, if I want to shout I'm going to shout if it's for one word or a fragment. I'd never do it for an entire paragraph unless "more emphassis" just isn't cutting it.

But really that article can go suck a pickle given it's attitude towards a word meaning slowed, delayed, or otherwise hindered. But that's a pet peeve of mine over how retarded society is getting.

Of course it's also a valid usage case on devices that lack the ability to display bold. I learned that in Elementary school.
