A lot of what you describe stems from two major problems.

1) The sheer volume of artists lacking the engineering knowledge to even know what deisgn is, but calling themselves "web designers"

2) The simple fact that screwing around with appearance and layout before you even have accessible semantic markup of your content with logicval document structure is putting the cart before the horse. Thuse glorifiied paint programs like Photoshop, Illustrator, and Figma are NOT design programs.

Design is not art in and of itself. It is engineering that incorporates art. It has to take into account usability, accessibility, specifications, guidelines, and dozens of other engineering concepts that separate design from being "just art".

It's what I'm always on about when I say that we've got too many artists under the DELUSION that they are web designers. It's why idioitic ioncompetent trash like the chazerei at AWWWARDS are poster children of how NOT to build a website.l

Content dictates markup. Content + markup + device or user limitations dictates layout, then any art slopped atop the layout must meet accessibility minimums. All things that sadly the majority of tools and fools, rubes and goobers out there calling themselves "designers" have zero working knowledtge of, or are willfully and spitefully refusing to embrace.
